
There should be little doubt about how a lasting peace can be established in Ukraine. In April 2022, Russia and Ukraine were on the verge of signing a peace agreement in Istanbul, with the Turkish Government acting as mediator. The U.S. and U.K. talked Ukraine out of signing the agreement, and hundreds of thousands of Ukrainians have since died or been seriously injured. Yet the framework of the Istanbul Process still provides the basis of peace today.
The draft peace agreement (dated April 15, 2022) and the Istanbul Communique (dated March 29, 2022) on which it was based, offered a sensible and straightforward way to end the conflict. It’s true that three years after Ukraine broke off the negotiations, during which time Ukraine has incurred major losses, Ukraine will eventually cede more territory than it would have in April 2022 — yet it will gain the essentials: sovereignty, international security arrangements, and peace.
In the 2022 negotiations, the agreed issues were Ukraine’s permanent neutrality and international security guarantees for Ukraine. The final disposition of the contested territories was to be decided over time, based on negotiations between the parties, during which both sides committed to refrain from using force to change boundaries. Given the current realities, Ukraine will cede Crimea and parts of southern and eastern Ukraine, reflecting the battlefield outcomes of the past three years.
Such an agreement can be signed almost immediately and in fact is likely to be signed in the coming months. As the U.S. is no longer going to underwrite the war, in which Ukraine would suffer yet more casualties, destruction, and loss of territory, Zelensky is recognizing that it’s time to negotiate. In his address to Congress, President Donald Trump quoted Zelensky as saying “Ukraine is ready to come to the negotiating table as soon as possible to bring lasting peace closer.”
The pending issues in April 2022 involved the specifics of security guarantees for Ukraine and the revised boundaries of Ukraine and Russia. The main issue regarding the guarantees involved the role of Russia as a co-guarantor of the agreement. Ukraine insisted that the Western co-guarantors should be able to act with or without Russia’s assent, so as not to give Russia a veto over the Ukraine’s security. Russia sought to avoid a situation where Ukraine and its Western co-guarantors would manipulate the agreement to justify renewed force against Russia. Both sides have a point.
The best resolution, in my view, is to put the security guarantees under the authority of the UN Security Council. This means that the U.S., China, Russia, U.K., and France would all be co-guarantors, together with the rest of the UN Security Council. This would subject the security guarantees to global scrutiny. Yes, Russia could veto a subsequent UN Security Council resolution regarding Ukraine, but it would then face China’s opprobrium and the world’s if Russia were to act arbitrarily in defiance of the will of the rest of the UN.
Regarding the final disposition of borders, some background is very important. Before the violent overthrow of Ukrainian President Viktor Yanukovych in February 2022 2014, Russia did not make any territorial demands vis-à-vis Ukraine. Yanukovych favored neutrality for Ukraine, opposed NATO membership, and peacefully negotiated with Russia a 20-year lease for Russia’s naval base in Sevastopol, Crimea, home of Russia’s Black Sea Fleet since 1783. After Yanukovych was toppled and replaced by a U.S.-backed, pro-NATO government, Russia moved quickly to retake Crimea, to prevent the naval base from falling into NATO hands. During 2014 to 2021, Russia did not push for annexing any other Ukrainian territory. Russia called for the political autonomy of the ethnic Russian regions of eastern Ukraine (Donetsk and Luhansk) that broke away from Kyiv immediately after Yanukovych was toppled.
The Minsk II agreement was to implement autonomy. The Minsk framework was inspired in part by the autonomy of the ethnic Germany region of South Tyrol in Italy. German Chancellor Angela Merkel knew the South Tyrol experience and viewed it as a precedent for similar autonomy in the Donbas. Unfortunately, Ukraine strongly resisted autonomy for the Donbas, and the U.S. backed Ukraine in rejecting autonomy. Germany and France, which ostensibly were guarantors of Minsk II, stood by silently as the agreement was thrown aside by Ukraine and the United States.
Following six years in which Minsk II was not implemented, during which the U.S.-armed Ukrainian military continued to shell the Donbas in an attempt to subdue and recover the breakaway provinces, Russia recognized Donetsk and Luhansk as independent states on February 21, 2022. The status of Donetsk and Luhansk in the Istanbul process was still to be finalized. Perhaps a return to Minsk II and its actual implementation by Ukraine (recognizing the autonomy of the two regions in the Ukrainian constitution) could have been ultimately agreed. When Ukraine walked away from the negotiating table, alas, the issue was moot. A few months later, on September 30, 2022, Russia annexed the two oblasts as well as two others, Kherson and Zaporizhzhia.
The sad lesson is this. Ukraine’s loss of territory would have been averted entirely but for the violent coup that toppled Yanukovych and brought in a U.S.-backed regime intent on NATO membership. The loss of territory in eastern Ukraine could have been averted had the U.S. pushed Ukraine to implement the UN Security Council-backed Minsk II agreement. The loss of territory in eastern Ukraine could probably have been averted as late as April 2022 in the Istanbul Process, but the U.S. blocked the peace agreement. Now, after 11 years of war since the overthrow of Yanukovych, and as a result of Ukraine’s losses on the battlefield, Ukraine will cede Crimea and other territories of eastern and southern Ukraine in the coming negotiations.
Europe has other interests that it should be negotiating with Russia, notably security for the Baltic States and for European-Russian security arrangements more generally. The Baltic States feel very vulnerable to Russia, understandably so given their history, but they are also gravely and unnecessarily adding to their vulnerability by a stream of repressive measures taken against their ethnic Russian citizenry, including measures to repress the use of the Russian language and measures to cut their citizens’ ties with the Russian Orthodox Church. Baltic state leaders are also provocatively engaging in remarkable Russophobic rhetoric. Ethnic Russians are about 25% of the population of both Estonia and Latvia, and around 5% in Lithuania. Security for the Baltic States should be achieved through security-enhancing measures taken on both sides, including the respect for minority rights of the ethnic Russian populations, and by refraining from vitriolic rhetoric.
The time has arrived for diplomacy that brings collective security to Europe, Ukraine, and Russia. Europe should open direct talks with Russia and should urge Russia and Ukraine to sign a peace agreement based on the March 29 Istanbul Communique and the April 15, 2022 draft peace agreement. Peace in Ukraine should be followed by the creation of a new system of collective security for all of Europe, stretching from Britain to the Urals, and indeed beyond.
I highly doubt that Zelensky will cooperate in any peace negotiations. He wants to keep the war going for as long as possible. In one of his latest speeches for domestic consumption he basically said he won’t compromise on anything. Nothing he says about wanting peace should be taken seriously. He must be removed from power.

Recall that Minsk 2 was also enshrined in UN Security Council Resolution # 2202 on Feb. 17, 2015. The very first step was supposed to be Kiev sitting down with leaders in Donbas and Lugansk to negotiate limited autonomy for them. Kiev refused that first step. People like Merkel admitted, years later, that Minsk 2 was just a ruse to buy time and build up the Ukie army. The Ukrainian army started shelling civilian areas and killed 14,000 to 22,000 civilians. I believe the lower death toll came from the OSCE, which is biased and provided military intel to Kiev, as a Greek diplomat (stationed in Kiev at the time) recently admitted. After Russia started the SMO to end the genocide UN Secretary-General Guterres called Putin a “war criminal”. So even the head of the UN thinks UNSC Resolutions are a joke. In a just world, Mr. Guterres would deserve the death penalty for his personal contribution to genocide and damage to the UN system. The UN needs to be moved out of New York City because the host country has repeatedly violated the Washington Treaty, not providing visas to Russian and Iranian diplomats. That would be a proper first step towards rebuilding the UN.

Only paid propagandists refuse to accept that Ukraine has lost this war and there is nothing we can do to reverse that fact. Russian forces advance a few kilometers a day in many places. They have twice the manpower there and several times more artillery and tanks, plus air power. Ukraine’s army can’t hold the long front line much longer since replacements are lacking.
Zelensky refuses to cede the five eastern provinces that already voted to rejoin Russia, because most people there speak Russian and know it is far more prosperous. Russian forces already control most of this land. If Russia must fight on into the Summer, it will advance into other traditional Russian provinces, cross the Dnieper river, and quickly advance to Odesa, so those areas will become part of Russia and Ukraine will lose access to the Black Sea. If Ukraine fails to agree to then, Russia will take all of Ukraine and turn the remainder into a Belarus like ally.

Funny, I just finished reading The Patton Papers and there too an unwanted leader was on the receiving end of a completely-senseless, seemingly-random vehicle crossing the centerline and crashing head-on into the vehicle in which he was a passenger. Sorry, Mr. Sachs, but the Russians are not going to be fooled yet again by the Trump administration’s new—and frankly, childish—strategy to lure their country into an even bigger trap. Despite his recent friendly rhetoric, Trump aims to continue using a future Ukraine—which has already lost some of its territory—as a NATO proxy base overlooking Moscow. Ukraine would be armed to the teeth, slowly and gradually, creating a permanent thorn in Russia’s side on its western border. This is the same region that Napoleon and Hitler believed was the ideal route for invading and conquering Russia including siberia, along with its vast resources.
Zelenski said he will not negotiate with Putin. Therefore Ukrain needs a new leader who is willing to negotiate with Putin. The new Ukrainian leadership will have to politely negotiate, diplomatically as Vance said, and ask Putin to stop the Special Military Operation. The Europeans don’t have a say.

Since this brief editorial is based on distorted or misleading premises, it is hard to take the recommendations seriously. For instance, in 2014 the corrupt leader Yanukovych fled the country after signing an agreement with the opposition parties, brokered by European diplomats, to hold early elections but quickly realizing that he had already lost the support of many his former backers. The legitimate parliamentary procedure on the following day to formally remove him from power was certainly not a “violent overthrow“. Also, it was Russia that instigated the military takeover of eastern Ukrainian regions by enabling and assisting the guerrilla fighters there. The Minsk agreements were violated by both sides, not just Ukraine. The peace talks in Istanbul were broken off because there were too many issues that had not been agreed to, and Russia refused to show good faith; instead its troops engaged in hostilities and massacres. Since treaties signed under coercion or duress are basically invalid anyway, it must have appeared that there was no point in continuing to negotiate.
The outcome of the author’s proposal, to put the issue of security guarantees for Ukraine under the oversight and authority of a United Nations body, is completely ineffective, as observers must know from previous experiences involving Israel and Russia as defiant aggressors who disregard the will of the majority of world opinion. The following result is not a solution but a poor joke:
Russia had provided security assurances in the 1994 Budapest Memorandum, and we saw how that worked out. Russia’s militaristic stance has been defeated in UN General Assembly resolutions, with the support of Belarus, Syria, North Korea, Nicaragua, Mali, and Eritrea, but that has not changed its hostile war fervor.
In a recent interview with Tucker Carlson Russia’s foreign minister claimed to seek a comprehensive settlement. This necessarily entails dealing with the source of an ongoing conflict rather than symptoms, so it is not clear whether this suggestion was just cheap rhetoric. The reason that people in eastern European wanted to join NATO was because Russia was not to be trusted, as witnessed by the fact that it failed to withdraw from the occupied territory of Königsberg / Kaliningrad during the summer of 1994, when its troops vacated the rest of the occupied Baltic countries. That region, between Lithuania and Poland, was never a historical part of Russia and was occupied by Soviet forces during 1945, in defiance of the UN Charter, which became effective the same year. Though Russia constantly wails about its “security needs” that are purportedly under threat, it ought to consider the real desire for regional security in the Baltic region.
From the occupied territory oif Königsberg / Kaliningrad Russia has been threatening its regional neighbors with Iskander nuclear capable missiles, which have a range of approximately 500km. There is no legitimate reason for Russia to continue holding on to this territory. If Germany is reluctant to take it back then it could be taken over by Poland or Lithuania, or dived between the two. It could also become a new and independent state, neutral and with duty free port, to take on a role as a center of trade in the Hanseatic tradition.
Regarding Crimea, it became Russian under conquest and the subsequent forced expulsion of the native population only in the late 18th century, so if Ukraine should now forfeit ownership of this territory, then so should Russia. Crimea, with its adjacent maritime rights, would likely be better off economically as an independent state rather than be exploited directly by Russian oligarchs. Since the Russian navy fleet has meanwhile been transferred to the Black Sea port of Novorossiysk in the wake of the ongoing war, there is no need for Russia to cling to Sevastopol, which could then be transformed to a civilian port. This would make the people of Romania and Bulgaria feel s bit more secure.
If Russia is unwilling to discuss such proposals, aimed toward achieving long-lasting peace in the eastern Baltic Sea and northern Black Sea regions, we will know that its leaders want to maintain ambitions of hostility, reconquest, and coerced political hegemony toward its neighbors. Counteracting this root problem was exactly why NATO had taken on a more influential role in these regions during the past decades. Therefore, Russia has itself to blame for having elicited the problems it now insincerely gripes about. In light of the historical realities, one has to wonder why the author proffers such a lame “lasting peace” proposal instead of endorsing constructive and fair long-term goals and solutions to inspire optimism and common economic progress. His inherent bias should be obvious.

Since Russia has been legally obliged to vacate the region of Königsberg / Kaliningrad it should not matter how that region is administered afterwards. This ought to be primarily an issue for Germany, Poland, and Lithuania to agree upon. Of course Russia should be involved in coordinating the orderly withdrawal of this territory.
My recollection is that in the early interview, the interview which attracted notice in the US media, Merkel said that they used the interim following Minsk 2 to rearm Ukraine. I don’t think she suggested in that interview that Minsk 2 had been a ruse.

This is my take on the insane stance the Europeans have taken. The leadership of the EU, alongside the state heads of the countries that constitute it, have finally realized that they cannot – if they ever could – rely on the americans to come to their aid. They might’ve after ww2 up until the breakup of the Soviet Union, today however, not so much.
The Europeans rightfully need to take their defence into their own hands. Due to following the americans down it’s primrose path of lies and deceit, Europe has sacrificed it’s manufacturing ability, it’s monetary policy, and most importantly, it’s energy policy and up till now, it’s defence policy in compliance with the US’ view of things, and it’s belief on how the railroad should be run.
As a result, today, they cannot afford the money to re-arm without serious cutbacks on social spending. They simply cannot. So … they need to create the boogyman needed to push their populations into agreeing with the cuts needed to buy back their defence capability.
