Under the JCPOA that Iran agreed to in 2015 was to limit uranium enrichment to 3.67% purity and to eliminate 98% of its enriched uranium stockpile.

The fact that the US withdrew from the multilateral JCPOA agreement in 2018 was no reason for Iran to then completely abandon the treaty with the remainder of the signatories, which is what it did.

Once Iran began re-enrichment they should have been attacked. There is no reason for a country to be enriching uranium to 60% levels other than to develop a nuclear weapon.
